how do you know its 32? in the module it says 64, how to know which to take when?

well, In this problem, you can see the mask number is 24.But all mask number is 32, so, the mask numer is 32-27 = 5. 2^5 = 32, so the subnet ip address is 0~31.
Basically the reply is 10.200.20.31 cause the available numbers of IP are 31 the subnet mask is 255.255.255.224 so if you do a little equation
255 - x = 224
255 - 224 = x
255 - 224 = 31
x = 31
And the broadcast IP its the last host IP available
